What does it mean when a country (China) puts on a completely fake QA campaign?

3 people sitting at a bench all scraping the same toy looking for lead?
People sitting at tables with a roll of tape OR a bottle of glue doing inspections on dolls?
Someone standing up and dropping a doll to test for durability?
And the single most ridiculous footage? A guy whacking an electronic gizmo on a table then holding it up to his ear and shaking it to see if anything is loose? Then twisting and turning all the knobs on the product multiple times?
Hey, these problems may be "isolated" but they are widespread and occur often enough that Americans and our pets are being injured.
